Getting a Professional Engineer (PE) license is a significant milestone in an engineer’s career. While you can certainly have a successful and rewarding career without one, the PE license offers additional opportunities and benefits that can make it worth pursuing.

First and foremost, many states require a PE license if you want to offer your engineering services directly to the public. This is particularly important if you’re involved in projects that need official approval, like:

  • Construction
  • Infrastructure work

With a PE license, you can prepare, sign, seal, and submit engineering plans to public authorities, which is crucial for getting projects off the ground.

Career Advancement Opportunities with a PE License

Beyond legal requirements, having a PE license can also enhance your career prospects. It allows you to take on roles that require a higher level of responsibility and expertise. For example, you might aim to secure a significant contract with the federal government or serve as an expert witness in legal cases—both scenarios where a PE license can be a key credential that sets you apart.

In some states, like Oregon, a PE license is not just a credential but a necessity for advancing in certain areas of engineering. It allows you to:

Many engineers find that having a PE license can increase salary and job opportunities, especially in fields where licensed professionals are in high demand.

Regulatory Board of Oregon PE Licence Certificate

person in a small meeting - Oregon PE Requirements

The Oregon State Board of Examiners for Engineering and Land Surveying (OSBEELS) is the regulatory authority responsible for overseeing the licensure and practice of:

  • Professional engineers
  • Land surveyors
  • Photogrammetrists
  • Water rights examiners

OSBEELS is dedicated to safeguarding the public’s health, safety, and welfare by ensuring that individuals engaged in engineering and land surveying practices meet established professional standards. The board accomplishes this by regulating professional licensure, enforcing state laws, and promoting ethical practices within these professions.

What Does OSBEELS Do?

Licensure

OSBEELS is responsible for the examination, certification, and licensure of Oregon’s professional engineers, land surveyors, and other related professions. The board establishes the educational, experience, and examination requirements that candidates must meet to obtain a license.

Continuing Professional Development

The board mandates and oversees continuing education requirements for licensed professionals. This includes approving continuing education activities and ensuring licensees meet the required Professional Development Hours (PDH) for renewal.

Enforcement

OSBEELS oversees compliance with state engineering and land surveying laws. The board investigates complaints and conducts disciplinary actions against licensees who violate professional standards or engage in unlicensed practice.

Rulemaking

The board has the authority to adopt and amend rules governing the practice of engineering and land surveying in Oregon. These regulations safeguard the public and uphold professional standards in engineering and land surveying.

Public Outreach and Education

OSBEELS provides resources and information to the public and licensed professionals regarding the legal and ethical standards of the engineering and land surveying professions. The board also ensures practitioners and the public know their rights and responsibilities.

Specific Oregon PE Requirements for Becoming a Professional Engineer

Oregon offers several pathways to meet the educational criteria for a PE license, depending on your background and degree type:

Baccalaureate Degree in Engineering or Construction Engineering Management

If you’ve graduated from an ABET-accredited program (Engineering Accreditation Commission – EAC or Engineering Technology Accreditation Commission – ETAC) or a program recognized by Engineers Canada, you’re on the right track. You’re also eligible if you have a degree in Construction Engineering Management from an ACCE-accredited program.

Two-Year Associate Degree in Engineering Technology

Graduating from a two-year ETAC of ABET-accredited program can qualify you, provided the program includes:

  • Specific technical skills
  • Math
  • Science
  • Humanities coursework

Depending on your experience, additional coursework in subjects like Differential Equations and Thermodynamics may be required.

Graduate Degree in Engineering

You meet the educational requirements if you hold a graduate degree in engineering from an institution with an ABET-accredited undergraduate program. This route is ideal if you’ve pursued advanced studies in your field.

NCEES Credentials Evaluation

For those with international or non-ABET accredited degrees, an NCEES credentials evaluation can determine if your education meets Oregon’s standards. Depending on the outcome, you may need to combine education with experience to fulfill the requirements.

Gaining Experience for Your Oregon PE License

Once your educational background is in place, you must accumulate engineering experience. Oregon mandates:

Four Years of Experience

With an accredited baccalaureate or graduate degree, you’ll need four years of engineering work under the supervision of a licensed PE. This experience should be relevant to your area of competence. If you’ve been licensed in another NCEES-member jurisdiction for fewer than six years, the same four years of experience are required.

Six Years of Experience

If you have a two-year associate degree, you’ll need six years of practical engineering experience. This experience must be gained under the supervision of a registered PE and should be in your area of expertise.

Military Experience

Military training and experience can also count towards your PE licensure in Oregon. If your military background includes engineering-related roles, the Oregon Board may accept this experience as equivalent to the required education and work experience, provided it’s verified through official military transcripts.

Exam Requirements for PE License Applicants in Oregon

person working hard - Oregon PE Requirements

The FE exam is the first hurdle in becoming a licensed PE. It is designed to test your understanding of the basic engineering principles, typically taken soon after earning your bachelor’s degree in engineering.

The FE exam is a computer-based test covering various subjects, depending on your discipline. In Oregon, passing the FE exam is a requirement for all applicants who want to become a PE unless you already have significant professional experience and licensure from another state. The FE exam validates your foundational knowledge, ensuring you are prepared to move on to more advanced, specialized engineering tasks.

Principles and Practice of Engineering (PE) Exam

You must take the PE exam after passing the FE exam and gaining the necessary work experience. This exam is a more specialized and in-depth assessment of your engineering skills and knowledge within your specific discipline.

The PE exam evaluates whether you’re ready to practice engineering professionally. The PE exam is also computer-based but more focused on the practical aspects of engineering work you would encounter in your field. For instance, if you’re a civil engineer, your PE exam will include questions on structural analysis, water resources, and other relevant topics.

Oregon-Specific Examination Requirements

In addition to the FE and PE exams, Oregon requires all applicants to pass the ethics exams.

Understanding Registration Application Deadlines for Oregon PE Licensure

OSBEELS Registration Specialists review completed registration applications to ensure that the candidate has provided proof of meeting the minimum qualifications. After the review, the Registration Specialists recommend that the Board approve complete applications at the next meeting. To ensure that a complete application will be reviewed in enough time to go before the Board, it must be received by the OSBEELS office following the following schedule:

Applications received by:

  • February 1
  • April 1
  • June 1
  • August 1
  • October 1
  • December 1

Additional Considerations for PE License Applicants in Oregon

  • Substitutions: Oregon allows some flexibility in substituting advanced degrees or academic teaching experience for part of the required work experience.
  • Supervision by a PE: Regardless of the pathway, a licensed PE must generally supervise your experience to qualify.
  • International Degrees: If your education was completed outside of the U.S., it must be evaluated by NCEES to ensure it meets Oregon’s standards.

Oregon-licensed Professional Engineers must renew their licenses every two years. As part of the renewal process, they must complete 30 Professional Development Hours (PDH) to ensure they retain the necessary skills and knowledge to practice engineering safely.

How To Earn Oregon PDH Credits

Oregon-licensed Professional Engineers can earn PDH credits from various activities that advance their engineering knowledge and skills. The Oregon State Board of Examiners for Engineering and Land Surveying (OSBEELS) only approves specific courses. Instead, all PDH activities must have a clear objective and purpose.

Acceptable activities include:

  • College courses related to the field of engineering
  • Seminars, workshops, and professional conventions (including live webinars)
  • Teaching a course, seminar, or workshop (credit awarded only once)
  • Authoring published articles, books, or papers
  • Serving on technical or professional boards, committees, or societies
  • Self-study programs related to the field
  • Mentoring individuals in engineering (outside of regular supervision)
  • Professional competitions or participation in creating, writing, or scoring licensure or certification exams.

What PDH Activities Are Not Accepted by OSBEELS?

Not all activities qualify for PDH credits. Oregon PEs should avoid the following to ensure they meet the CPD requirements for license renewal:

  • Routine job tasks or regular employment
  • Courses unrelated to engineering, such as real estate licensing or personal self-improvement.
  • Repetitive attendance at the same course or teaching the same course repeatedly.
  • Non-technical or non-engineering-related activities include service club meetings or trade show displays.

Oregon PE License Renewal Dates

The renewal dates for Oregon-licensed Professional Engineers depend on the engineer’s last name. Those with last names beginning with A-F or G-K renew in odd-numbered years (June 30 or December 31). Those with last names starting with L-R or S-Z renew in even-numbered years (June 30 or December 31).

Keep Records of Your PDH Activities

Oregon-licensed Professional Engineers should maintain records of their completed PDH activities for at least five years. These records should include:

  • Course catalogs, attendance records, and receipts
  • Certificates of participation and completion
  • Listings of covered areas in courses, seminars, or workshops
  • Test results (if applicable)

These records must be provided to OSBEELS upon request, particularly if the engineer is audited.

Oregon PE License Renewal Process

To renew their licenses, engineers must:

  • Complete the required 30 PDH
  • Fill out the CPD Form and Renewal Form
  • Submit all forms, supporting documents, and renewal fees to OSBEELS by the specified deadline
